Authorities unduly suspend the work of international NGO Give Directly

In October 2020, the Non-Governmental Organisations (NGO) Bureau indefinitely suspended the operations of an international non-profit, Give Directly (GD). GD was running a programme that involved 57 Billion Uganda Shillings providing assistance to Ugandans most affected by the COVID-19 pandemic. Give Directly was operating a cash transfer programme which the NGO Bureau did not authorize.

In October 2020, the Non-Governmental Organisations (NGO) Bureau indefinitely suspended the operations of an international non-profit, Give Directly (GD). GD was running a programme that involved 57 Billion Uganda Shillings providing assistance to Ugandans most affected by the COVID-19 pandemic. Give Directly was operating a cash transfer programme which the NGO Bureau did not authorize.

The basis of Bureau’s decision appears to reflect the authority’s wider attempts to suppress the work of international NGOs perceived as agents of ‘a neo-colonial agenda’ who are allegedly funding opposition political candidates ahead of the 2021 general election.

As a result of the Bureau’s decision, donors including USAID (U.S. Agency for International Development) and the former DFID UK based entity who were funding the programme are no longer supporting GD.

It should be noted that the (USAID) initially obtained approval for the programme in partnership with the Ministry of Local Government and the Ministry of Kampala in August 2020.
